Perhaps you're right but, to be honest, as far as operating systems specifically are concerned, I'd rather they didn't go down that road.
Offering an Internet service in beta, for instance, is different, as tweaks and fixes are easily implemented server-side and available to all with no effort. Microsoft fixing Windows 11 will have a much longer lead time - just think of all the stages code has to go through in order to find its way in Windows Update - and that could cause a lot of problems.
For delivering those missing features I'd happily accept what you describe. For fixing a number of things that need fixing waiting for e.g. a month or 45 days or more is just too much for an OS tens of millions of people already depend on.
