I’ve looked into it since another reader mentioned it and yes, it seems that for programmers/developers the upgrade is interesting enough.

But I beg to differ on the other point: everyone stands to gain from a well-planned, well-developed operating system if the company creating it has put some thought into how it can help consumers do more and do it in a way that can be adjusted to the way it works for them.

Microsoft appears to not have done any of that. Just look at all the seasoned Windows users that are frustrated by the new taskbar’s limitations. Offering a new version of an OS that disrupts the workflows users have settled on over the years without making those workflows any easier is just bad.
