It feels as if Capcom will not go platform-exclusive this time around, but... who knows? Maybe Sony or Microsoft will give the company enough of an incentive. It's worth noting that exclusivity did work for Sony last time around and Capcom is not at all unhappy with the numbers SFV managed to make eventually.
A more interesting question is whether Capcom has decided to go cross-gen or not. I can see the reasons why it would if it has, but I sincerely hope that SFVI is a PS5/XSX/XSS/PC title.
Being PS4-compatible would bring a lot of copies in for Capcom but it would DEFINITELY hold the game back, especially if this goes for a 5 to 6 year run as well. SFVI should be 4K on all platforms (apart from XSS if it absolutely has to be on that) and it should bring at least a couple of new mechanics to the table. It needs CPU/GPU power for those. I am cautiously optimistic!
