I get why people think that about Windows, for most of them "it just works" because they probably grew up with it and it's perfectly understandable.
But it could be so much better with the right amount of tinkering with existing stuff and adding new stuff that makes sense. What Microsoft seemingly did with Windows 11, up to now at least, is tinker with stuff that did not need tinkering and add new stuff that is not all that useful to most people.
That is down to bad product management and a lack of direction. Microsoft actually does not *want* to invest to a local operating system all that much. It's just that (a) it's too soon to attempt to take everything to the cloud and (b) while that transition is happening, they need an OS through which they can promote their various services (and get valuable usage data).
That's it. That's all there is to it. Windows 11 as a half-hearted attempt at "doing something with Windows" but delivering a mediocre product is proof of that, in my opinion.
